My site seems to put tags (words) that mean very little to our user.
E.g. http://cubefree.info/moai/overview at the bottom of the page: "Forum Tags".
This URL will likely expire within 1-2 weeks as it is a temporary license.

Currently my module Tags count is set to 150, yet I have only about 25 tags in my module position.
Can you tell me why?

The forum tags in blogomunity.com seem more appropriate to the forum.

These are actually not tags but indexed phpBB search words, looks like you forum is either too small, so you just don't have enough words indexed, or you have changed the module's settings but didn't clear its cache in Joomla.
